RDA directs staff to pursue lot splits at Kesler Park so Habitat for Humanity can submit proposal

RDA staff presented a schematic showing three lots at the park’s northern end that could each accommodate twin homes under current code, or be subdivided into up to four single‑family lots. The staff presentation said the option is the most streamlined for Habitat because the RDA already owns the land; other available sites would require an excess‑land declaration and a lengthier process.
A staff member said the agency would perform survey work and invite Habitat for Humanity to submit elevations, budgets and financial documents for formal review like any other developer. The transcript records members nodding in support; one member said the proposal addresses concerns about creating a monolithic block of apartments while adding opportunities for homeownership and affordable housing.
The board gave direction—rather than taking a formal vote—to proceed with parceling and to invite a formal submission; staff will return to the RDA with formal proposals and sales terms for approval.
Staff noted an alternative site (an 18,000‑square‑foot stormwater detention parcel off Steffey Road) remains under evaluation but faces complications from telecommunications easements. RDA members emphasized that the Kesler Park option is the most direct route to meet Habitat’s timeframe because the RDA holds title to the property.
