The vote came after transit staff and county administration described sustained overcrowding on morning and evening buses as federal agencies moved more employees back to in-person work. County Administrator Tim Hemstreet and transit planners told the board that average passengers per trip rose to about 38 and the number of buses reporting standees spiked in March, prompting staff to propose a range of responses including adding buses and raising one-way fares.
