South San Antonio ISD board approves NIET TAP partnership to expand teacher evaluation and incentive system

The South San Antonio ISD Board of Trustees unanimously approved April 14 a contract with the National Institute for Excellence in Teaching (NIET) to implement the TAP (Teacher and Student Advancement) system designed to build instructional capacity and create performance‑based incentives.
Superintendent Dr. Hinojosa described TAP as a system‑building program that trains principals, master teachers and staff on common protocols for professional learning communities, teacher evaluation, and performance pay structures. He said NIET typically supports districts for one to two years while local staff learn the processes so the district can continue implementation independently.
Dr. Hinojosa told the board that City Education Partners have agreed to fund about 80% of the program cost, reducing the district’s direct expense. Trustees asked clarifying questions about the program’s individualized support approach and its adaptability to campus needs; a trustee commented that the program’s strengths‑based coaching and individualized supports made it a promising option.
The board approved the contract by roll call (Raymond Tijerina: yes; Carla Gomez Sanchez: yes; Darryl Balderrama: yes; Aurelina Prado: yes; Jesus Rendon III: yes; Adrian Guerra: yes; Dr. Kelly Murguia: yes). The superintendent recommended the contract and the district will bring final contract details and implementation timelines to the board as the partnership begins.
