Board approves sidewalk inspection and accelerated abatement liens after department removes three properties following public outreach

May 7, 2024 — The San Francisco Board of Supervisors heard the Department of Public Works' annual reports on the Sidewalk Inspection and Repair Program (SERP) and the Accelerated Sidewalk Abatement Program (ASAP), took public testimony and approved the proposed assessments with amendments that removed three properties from the ASAP roll.
Michael Lennon, speaking for DPW, explained SERP is a proactive, citywide inspection program designed to inspect and repair sidewalks on a 25-year rolling basis and to make it easier for property owners to complete required repairs. DPW said that between the May 2023 hearing and Dec. 31, 2023, the department issued 468 SERP invoices and that 95% were paid; the current report proposed adding $8,522.08 to the roll from unpaid SERP invoices.
For the ASAP program — which focuses on expedited repairs at high-priority locations — DPW reported 46 invoices issued in the period; after payments the department presented 15 remaining invoices totaling $6,260.80 but, before the vote, removed one more (related to 480 Geary) and two additional properties following outreach and verification. DPW said the amended ASAP total at the time of the vote was $5,026.50.
Several members of the public addressed the board, describing specific property disputes and asking DPW to revisit notices. After the public comments DPW confirmed it had evidence of completed work on the Mangles property and waived that fee; it also agreed to follow up on Amber Street and then removed the property from the presented roll pending further action.
The board voted to approve the SERP roll as presented and to approve the ASAP roll as amended to remove the three properties identified by DPW staff. The motion to amend and adopt the amended ASAP list was made by Supervisor Mandelmann, seconded by Supervisor Dorsey, and taken without objection.
Ending: DPW will continue follow-up with the property owners removed from the roll; unpaid invoices may still proceed to the tax roll if not resolved.
