Board approves package of ordinances and resolutions on consent and adoption calendars

The San Francisco Board of Supervisors on Feb. 13 adopted a series of ordinances and resolutions on the consent and adoption-without-committee-reference calendars. The actions included final passage, first-reading approvals, and routine authorizations for grants, leases, and community benefit district annual reports.

Key actions adopted during the meeting included:

- Ordinance finally passed to limit any Marina Yacht Harbor reconstruction that would extend the West Harbor Marina by more than 150 feet from its current boundary (Item 3). The roll call on final passage recorded 10 ayes.

- Ordinance (Item 4) authorizing the Office of Civic Engagement and Immigrant Affairs to retroactively accept and expend a $165,000 grant from the Governor's Office of Business and Economic Development to expand immigrant integration efforts, and to add one grant-funded temporary administrative analyst position through Feb. 28, 2025. Item 4 passed on first reading (11 ayes recorded).

- Ordinance (Item 5) retroactively waiving a Public Works Code fee for temporary street space occupancy permits in Chinatown for sidewalk sales during Lunar New Year (passed on first reading by unanimous voice/roll call as recorded).

- Resolution to authorize execution of a lease for continued use of office and clinic space at 755 and 759 South Van Ness Avenue and an adjacent parking lot with AIM II through Dec. 31, 2027, with an annual base rent reported in the meeting materials and annual CPI increases; the resolution was adopted (Item 6).

- Resolution authorizing construction of a 151-unit multi-family rental housing project known as Transbay Block 2 West at 200 Folsom Street (Item 7) was adopted earlier in the meeting (the ground-lease action for the same project was considered separately as Item 22 and is reported in a dedicated article).

- Resolution awarding a grant agreement through Dec. 31, 2025 with the California Department of Pesticide Regulation for the Department of the Environment in an amount not to exceed approximately $320,000 (Item 8), adopted.

- Resolution (Item 9) approving issuance of tax-exempt or taxable revenue obligations by the California Municipal Finance Authority for the benefit of the Ignation Corporation in an aggregate principal amount not to exceed $150,000,000 (description as presented in the agenda); the resolution was adopted.

- Items 10 through 16: annual reports for various community benefit districts (Fisherman's Wharf, Union Square, Tourism/Moscone Expansion, Downtown, SoMa West, Ocean Avenue, Lower Polk) were received and approved as a group.

- Resolution authorizing the San Francisco Police Department to enter into a memorandum of understanding with the United States Capitol Police for supplemental law enforcement services covering Jan. 1, 2021 through Dec. 31, 2023 (Item 17), adopted.

- Ordinance amending the planning code to conditionally waive certain fees for projects along the downtown rail extension corridor and to affirm CEQA determinations (Item 18) passed on first reading (11 ayes recorded).

- Resolution to add the commemorative street name "Veterans Alley" to the 0 block of Shannon Street was adopted (Item 19).

- Appointments to the Small Business Commission (Item 20) were approved by unanimous vote. Additional committee and introduction items (e.g., Item 23 regarding a procurement waiver for the Department of Public Health) passed or were forwarded at committee as recorded.

Multiple other adoption-without-committee items (26 through 29) were approved unanimously later in the meeting. Where roll calls were recorded in the transcript, the clerk read the ayes and recorded the counts (commonly 11 ayes or 10 ayes where a supervisor was absent).
