Votes at a Glance: Board Adopts Grants, Agreements and Resolutions Including Probation, Public Health, Utilities and Bayview Triage Center Actions

The Board of Supervisors adopted multiple resolutions and authorizations at its Oct. 3 meeting, most by unanimous or near-unanimous vote. The following summarizes the actions taken as recorded in the clerk27s reading of the day27s calendar.

- Items 1 through 21 (consent calendar): Approved as routine; the clerk recorded affirmative votes and the clerk stated the ordinances were passed and resolutions adopted.

- Items 23 and 24 (retroactive probation grants): The board adopted two retroactive resolutions authorizing the Adult Probation Department to accept and expand grants. Item 23 authorized $500,000 from the Board of State and Community Corrections for a mobile probation service centers grant (budget act of 2022) through Sept. 30, 2027. Item 24 authorized $100,000 from the California Governor27s Office of Emergency Services (Cal OES) for a probation specialized supervision program funded through the Violence Against Women Act through Sept. 30, 2023. The clerk recorded 11 ayes for those items.

- Item 25 (CleanPower JPA cost participation): The board adopted a resolution reauthorizing the Public Utilities Commission27s cost for CleanPower SF27s participation in a joint powers authority of community choice aggregators, with a not-to-exceed amount of approximately $4,700,000 for up to 25 years through Dec. 31, 2048. The resolution was adopted on the clerk27s call.

- Item 26 (Caltrans maintenance agreement): The board adopted a resolution approving terms and authorizing execution of a no-cost, project-specific maintenance agreement with the State of California Department of Transportation for SFPUC maintenance at 18 locations within Caltrans right-of-way related to the Southern Skyline Boulevard Ridge Trail extension; the clerk recorded the item as adopted.

- Items 27 through 29 (District Attorney grants): Three retroactive authorizations for the Office of the District Attorney were adopted. Item 27 accepted and appropriated a $1,000,000 grant from the California Department of Insurance for a workers27 compensation insurance fraud program (07/01/202327through 06/30/2024). Item 28 renewed an agreement with the California Victim Compensation Board for a $75,000 revolving fund to pay emergency claimant expenses through 06/30/2026. Item 29 authorized an additional $91,000 from the California Victim Compensation Board, bringing that total grant to $275,000 through 06/30/2026 and continued the criminal restitution compact if parties agree to an amendment. - Item 30 (Department of Public Health NIH grant increase): The board adopted a resolution retroactively authorizing the Department of Public Health to accept and expend an approximate $28,000 increase from the National Institutes of Health through Oregon Health & Science University for participation in the Western States Node of the National Drug Abuse Treatment Clinical Trials Network for a total award of approximately $110,000 through Feb. 29, 2024.

- Item 31 (Adult Probation CA Emergency Management Agency grant): The board adopted a resolution authorizing the Department of Adult Probation to accept and expend a $100,000 grant from Cal OES for a specialized probation supervision program funded through the Violence Against Women Act through Sept. 30, 2024.

- Item 32 (UN activation plan / Heart of the City Farmers Market): The board adopted a resolution expressing concern about development of a United Nations activation plan and urging the Recreation and Park Department to adopt requested mitigations to avoid displacement of the Heart of the City Farmers Market from UN Plaza and to provide information to the board and public regarding the pilot plan.

- Item 34 (Committee report; Bayview vehicle triage center sublease): The homelessness and behavioral health select committee forwarded a resolution authorizing the City to negotiate and enter into a sublease agreement for 312,000 square feet of property at Candlestick Point State Recreation Area for continued use as the Bayview vehicle triage center, for a two-year term at a base rent of $312,000 per year; the clerk recorded same-house, same-call adoption.
