State Issues RFQ for Fallen DMV Field Office Site on Fell Street; City Officials Hail Step Toward Affordable Housing

Supervisor Preston told the board Oct. 3 that the California Department of General Services (DGS) has issued a request for qualifications for the state-owned DMV field office site on Fell Street, opening a path for a mixed-use redevelopment that would include affordable housing.
Preston said the board had unanimously passed a resolution in November 2022 urging the state to prioritize affordable homes on the lots and that the issuance of the RFQ represents "a huge win for affordable housing." He told colleagues the state previously planned to redevelop the DMV field office without adding housing and that a January RFI generated interest from more than 10 respondents.
Respondents to the RFQ have until Nov. 20, 2023, to submit proposals, Preston said, and the city will continue to coordinate with Assemblymember Phil Ting and staff at DGS and the California Department of Motor Vehicles. Preston named DGS director Anna Lasso and DMV director Steve Gordon and thanked their staff for ongoing collaboration. He said he encouraged affordable-housing developers to review the RFQ and consider applying.
The RFQ itself and state-level procurement timelines are controlled by the Department of General Services. Supervisor Preston framed the issuance as a step toward producing "hundreds of new affordable homes" at a publicly owned site in a central neighborhood.
