Mayor Breed says she will review San Francisco reparations advisory committee recommendations but will not back immediate supplemental funding

Mayor London Breed appeared before the Board of Supervisors on April 18 and said she supports reviewing the final recommendations of San Francisco's African American Reparations Advisory Committee but "has no plans at this time" to back a supplemental appropriation to fund immediate staffing and operations for a proposed Office of Reparations.

"I look forward to reviewing those recommendations once they are finalized and make it clear, in regards to my support at that time," the mayor said, after praising the committee and Human Rights Commission staff for their work.

Supervisor Shamann Walton had asked whether the mayor was "fully committed to reparations for the black community here in San Francisco" and whether she would support the supplemental Walton had introduced to fund staffing, a database to locate eligible participants and committee operations. Mayor Breed credited the African American Reparations Advisory Committee and praised the Human Rights Commission's Director Davis for their work but declined to support Walton's supplemental at this time.

"I have no plans at this time to support that request," Breed said in response to Walton's follow-up.

Breed also described what she characterized as successful locally funded efforts tied to the Dreamkeeper Initiative, an earlier city investment. She told the board the city has invested "almost $100,000,000 in programming across 85 community organizations," and said that money helped register businesses, opened storefronts, provided down-payment assistance and offered start-up grants. She cited, by way of example, investments in renovation and training at the Peacock Lounge and support for early childhood educator pipelines: "Those dollars also went to growing the career pipeline of early childhood educators by adding 9 new licensed black led childcare centers and to 22 black educators working to get their license."

Breed said the city faces budget constraints this year and will have to make difficult decisions, but that investments that are demonstrably working should continue to be considered. She told supervisors she would review the advisory committee's final report when it is complete and indicated she will make her position on specific recommendations at that time.
