Votes at a glance: Board passes budget ordinances, grants and appointments on consent; several multi‑department items approved

On July 27 the San Francisco Board of Supervisors approved a large consent package and numerous standalone consent items in a single roll‑call sequence. Highlights included final passage of a number of budget and appropriations items (Agenda Items 20‑33) that constitute the city’s recommended two‑year budget, authorizations related to the Public Utilities Commission borrowing and appropriations, and multiple grant acceptances and retroactive authorizations across city departments.

Key consent approvals included: - Items 20–33: Annual budget and appropriation ordinances for fiscal years ending June 30, 2022 and 2023, the annual salary ordinance, and authorizations related to certificates of participation and bond appropriations (passed by 10–1 on a related roll call where Supervisor Preston voted no on certain items only as recorded on the floor for those specific items). - Item 34: A resolution to accept a California Department of Parks and Recreation habitat conservation grant for Sharp Park; the board adopted an amendment to clarify the legal description and approved restrictions and the general manager’s authority to file a deed restriction; adopted unanimously. - Item 35: Ordinance updating city climate action goals and departmental responsibilities (environment code amendment) passed unanimously. - Items 37–39: Resolutions authorizing multifamily revenue bond applications and related approvals for three developments (600 Seventh Street; Hunters Point Shipyard Phase 1 Blocks 52 & 54; Sunnydale Hope SF projects) — adopted unanimously. - Items 40–45: Retroactive grant acceptances for naloxone units, forensic science programs and Bay Area Urban Area Security Initiative funds — adopted unanimously. - Items 46–48: Lease and property authorizations for Department of Public Health and other city uses — adopted unanimously. - Multiple board appointments and confirmations (items 51–54 and others) were approved on the floor.

The clerk announced that many of these items had been vetted in committee and that budget items had satisfied public comment requirements at committee level. The roll calls on routine items were largely unanimous. Several items that had substantive discussion in committee were taken separately by supervisors for further review; the board later handled those items individually or returned them to committee as noted in separate articles.

The consent approvals will enable the city to move forward with bond issuances, grant projects, lease and public improvement agreements, and board appointments that were scheduled for action at this meeting.
