Supervisor Peskin calls hearing on Planning Department reorganization and zoning administrator independence

Peskin said he has received complaints that the planning reorganization may “undermine the independence of the charter‑authorized zoning administrator” and that lower‑level professional staff have been constrained in delivering analysis and recommendations. He said the zoning administrator historically reported directly to the planning director for decades and that the alleged reorganization risks creating inconsistencies in code interpretation and decision‑making.

Peskin asked staff to describe the organizational changes and to explain any impact they may have on the zoning administrator’s decision‑making authority. He said the board should be prepared to propose legislative solutions if necessary to preserve the independence of the zoning administrator and to ensure consistent, unbiased interpretation of the code.

Next steps: Peskin said he will schedule a hearing to obtain staff explanations and to examine potential legislative remedies. The board recorded his introduction and indicated a willingness to follow up with committee hearings as needed.
