Supervisors continue Esprit Park item amid questions about Dogpatch Green Benefit District reporting and UCSF funds

Supervisor Aaron Peskin asked detailed questions about a retroactive acceptance of an in‑kind grant worth about $835,000 from the Dogpatch Green Benefit District (GBD) for design services on the Esprit Park renovation. Peskin said the board’s recent transparency resolution requires community benefit districts and similar entities to disclose private contributions over $100 as part of annual reporting and to decline anonymous contributions.
Peskin noted Public Works had not submitted the GBD’s required annual reports for several years, making it “virtually impossible to ascertain the source of these funds,” and said the lack of reports raised questions about whether the GBD had met mandated services such as graffiti abatement and trash removal.
Rec and Park staff (on the record as the department speaker during the item) replied that UCSF provided the funds and that the GBD has an executed agreement with UCSF for oversight of those funds. The department representative said the grant agreement requires the GBD to comply with the city’s sunshine ordinance and disclose the donation on their website; Rec and Park also said UCSF’s grant to the GBD was referenced in recent accept-and-expend paperwork.
Supervisor Peskin pressed further about procurement and contracting: Rec and Park staff said Fletcher Studio (a landscape architecture firm) performed planning and outreach and had previously been engaged by city planning on the project; Rec and Park said that Fletcher Studio had been approved as a sole-source under that justification. Peskin also questioned whether the GBD had followed LBE/subcontracting requirements in its agreements; Rec and Park did not supply a full answer on that point during the hearing.
Public Works staff (Jeremy Spitz) said he would investigate why GBD annual reports were not on file and would bring a summary to the Rules Committee. Given the outstanding transparency and reporting questions, Supervisor Peskin and President Walton moved to continue Item 1 to the May 18 meeting so staff could provide additional information.
The motion to continue was adopted by roll call (11 ayes). The board asked staff from Public Works and Rec and Park to report back with documentation about the GBD’s reporting, the source and flow of funds, procurement details for consultants and whether any contract or legal conditions require further action.
