Clerk materials described the amendment as authorizing an increase to the contract amount by approximately $11,200,000 for the first year of the five‑year extension with an option to increase the contract amount by an additional $11,600,000 in the second year, for a total not to exceed $88,200,000, with an effective commencement on April 1, 2021.
Supervisor Chan said she would vote no not because of the operator's employment practices but because the contract does not address what she described as persistent equity problems with city towing policy. "This is not what, this contract is not it. It is not adjusting the cost of doing business to find ways to really ... have better policy," she said, adding concerns about the financial harm to low‑income residents when vehicles are towed.
The resolution passed 10‑1. The board's action ratified the contract amendment and extension as described in the clerk's item. The vote record shows Supervisor Chan in dissent and ten supervisors in support.
What happens next: the mayor's office and the contracting department will implement the amended contract terms; separate policy review or ordinance changes to towing rules were not part of this action.
