Supervisors urge UC regents to delay UCSF Parnassus expansion consideration to allow more time on MOU and public review

The Board of Supervisors on Jan. 12 adopted a resolution urging the University of California regents to move consideration of the UCSF Parnassus expansion plan and a related memorandum of understanding from the regents' January 2021 meeting to March 2021.
Supervisor Dean Preston, the item sponsor, told colleagues the request is narrow: a two-month delay would give more time for public review of the MOU between the city and UCSF and for negotiators to refine commitments on housing, transit mitigation and community benefits.
"The public should have more than a matter of a few days to digest this, and propose changes before the expansion plan is brought before the regents," Preston said during the Board's deliberation after a long public hearing at the Land Use Committee the prior day.
Supporters said the delay would not change the ultimate project timeline for making a new hospital shovel-ready, because separate environmental review and approvals for the hospital portion remain on a distinct track. Speakers and supervisors stressed the need for clearer, enforceable commitments on affordable housing, labor standards and subacute-care capacity.
Supervisor Myrna Melgar said she supports the project and the institution but wants stronger labor and affordable-housing commitments and noted concerns about complex financing that could be affected by delay.
Supervisor Sandra Lee Fewer ("Stephanie") was the lone dissenting vote; she argued that additional delay could hamper the project’s ability to meet seismic-safety deadlines and deliver housing and union jobs.
The resolution passed 10–1. Supervisors who supported the resolution said they sought additional time to build broader consensus and to secure firmer commitments before the regents acted.
