Board continues Folsom Street pipeline project appeal to Sept. 15 after resident safety concerns

The San Francisco Board of Supervisors on Sept. 1 continued to Sept. 15 the appeal of the Planning Department—s revised final mitigated negative declaration (RFMND) for a proposed development at 3516 and 3526 Folsom Street.
The continuance came after board members, community advocates and multiple callers urged more time for review and information-sharing. Speakers said concerns remain about pipeline 109 near the site and the completeness of the emergency evacuation and pipeline-safety materials in the Planning Department—s record.
Resident Herb Felsenfeld told the board he and his wife live 25 feet from the proposed project and asked for a full environmental impact report, citing unanswered questions about pipeline 109—s construction, maintenance history and allowable operating pressure. Kathy Angus, speaking for Bernal Heights South Slope, said the project is "high risk" and the neighborhood should review additional documents that planning had promised to provide.
Planning staff indicated they had provided some materials and were attempting to gather others, and the sponsoring supervisor said he had asked the Fire Department to review relevant materials but did not want to pressure that department while it was dealing with extraordinary demands. The board accepted a motion to continue the appeal to Sept. 15; the motion was seconded and carried on a unanimous roll call.
Why it matters: Residents cited potential life-safety questions tied to an existing gas pipeline near the development site and asked the board to ensure all operational and inspection records and a full evacuation plan are in the record before a final determination is made.
