- Item 24: Ordinance to amend the Planning Code to allow a formula-retail grocery store as a conditional use in the Fulton Street grocery store special use district (site at 555 Fulton at Laguna). Supervisor Shamann Walton co-sponsored; Supervisor Gordon Mar and others expressed community support for a full-service grocery at the location. The ordinance passed on first reading unanimously, with the sponsor stressing affordability and conditional-use requirements.
- Item 25: Ordinance to revise food preparation and service establishment categories and permit fees and replace the restaurant scoring scheme with a red/yellow/green disclosure system. Passed on first reading unanimously.
- Items 26–29: Several appointments to oversight committees and working groups were approved, including appointment of Gordon Mar to the Free City College Oversight Committee (item 26), cannabis oversight appointments (item 27 amended to remove Sean Richards pending eligibility), juvenile-hall working group appointments (item 28), and housing conservatorship working group appointments with residency waivers (item 29). Most were approved unanimously by the board on the floor.
- Items 30–31: Ordinances adopting updated fire code and green building code (2019 California codes with San Francisco amendments) passed on first reading unanimously with an operative date of Jan. 1, 2020.
- Item 34: A resolution recognizing every November as Veterans Month in San Francisco was adopted as amended (clerk recorded 10 ayes; Brown excused earlier in the meeting) and will be observed citywide.
- Imperative item (Kincade Fire response): The board concurred with Mayor Breed’s Oct. 27 proclamation of local emergency related to the Kincade Fire in Sonoma County and authorized actions to shelter evacuees. The Brown Act and sunshine ordinance findings required for an imperative item were adopted and the substantive motion passed (roll call recorded 10 ayes; Brown excused earlier in the meeting).
What’s next
Several items required follow-up: the Planning Department will implement the jobs-housing linkage fee update (Item 22, covered in detail in a separate article), the Department of Public Health will follow up on the ARF ordinance (Item 17) and the Port will proceed with grant-funded build-out work at Pier 50. Appointments move forward to their respective committees and oversight bodies as specified.
A number of items were passed by unanimous consent on first reading; they will return to the board for additional readings or final adoption according to ordinary charter procedures where applicable.
