Board renews and expands Civic Center community benefit district with broad support

The Board of Supervisors unanimously approved renewal and an eastern expansion of the Civic Center Community Benefit District on July 16 after the Department of Elections reported weighted ballots showing 93.59% in favor and no majority protest.
The district’s renewal covers about 771 parcels and proposes a roughly $3.2 million annual budget, with about 76% allocated to core cleaning, safety and activation services. The map includes UN Plaza in the expansion and consolidates prior benefit zones. Tracy Everwein, executive director of the Civic Center CBD, told the board the district will substantially increase pressure-washing and continue ambassador programs, garbage and syringe removal and public programming in Civic Center Plaza. She said pressure-washing capacity would increase from roughly 46,000 square feet to more than 300,000 square feet if the renewal passes.
City agencies and anchors including the San Francisco Opera, San Francisco Travel and the Department of Real Estate testified in support; Miles Gordon of property owners at 1355 Market and representatives of Square and Emerald Fund described the district as crucial to employees, residents and cultural venues. Supervisor Haney, who co-sponsored the renewal on the board, said the expansion will help UN Plaza and other public spaces that lacked a dedicated CBD.
The board voted to renew the district and adopt the related resolution authorizing the levy and collection of assessments. Staff said the board will consider the detailed management plan and start setup to implement services this fall and winter.
