The Board of Supervisors unanimously adopted a resolution urging the Trump administration to halt mass deportations of rehabilitated, formerly incarcerated Southeast Asian nationals.
Supervisor Walton introduced the resolution after hearing from constituents about the case of Mr. Kang Hen, a Cambodian‑born San Francisco resident who surrendered to Immigration and Customs Enforcement (ICE) under a deportation order. Supervisors described Mr. Hen’s background: he arrived in the United States as a child after fleeing genocide in Cambodia, was arrested in the 1990s in a case involving a robbery attempt but did not secure a conviction after two mistrials, accepted a plea that credited time served, and subsequently lived without police contacts for many years. Speakers said Mr. Hen has worked for the same employer for more than 15 years, is a long‑term partner and father of a three‑year‑old, and currently seeks a state pardon and a motion to vacate to reopen his deportation case.
Supervisor Peskin and several other members added themselves as cosponsors; supervisors stressed their support for the family and asked that the resolution be shared with Governor Newsom and the Santa Clara District Attorney’s Office to urge review and possible remedies.
The board recorded a unanimous vote to adopt the resolution and directed that copies be transmitted to the governor and relevant local prosecutors, consistent with the resolution text.
