Supervisors pass ordinance expanding registration and inspections for vacant storefronts

The Board of Supervisors approved an ordinance to amend the building code to require vacant or abandoned commercial storefront owners to register annually, pay a registration fee, and submit to annual inspections. The ordinance updates penalties for noncompliance and affirms the environmental determination.
Supervisor Feuer, who led the legislation, described the ordinance as part of a broader strategy to reduce vacant storefronts citywide. She said better tracking and enforcement will help identify unsafe or hazardous vacant spaces and connect property owners with resources from the Department of Building Inspection and the Office of Economic and Workforce Development to encourage activation. Feuer thanked the Building Inspection Commission, the Small Business Commission, neighborhood leaders, and the Golden Gate Restaurant Association for engagement and support.
The board adopted the ordinance unanimously on first reading without objection.
The ordinance will require affected storefront owners to register and allow DBI to conduct inspections and assess penalties for noncompliance. Staff said the measure complements other city efforts to activate empty commercial corridors and support small businesses.
