Supervisor Sheehy calls hearing on tenant complaints against Greentree/Veritas property manager

Summary
Supervisor Sheehy asked the board to hold a hearing to investigate tenant complaints about alleged harassment and management failures by GreenTree Property Management and Veritas Investments across more than 200 buildings, citing a detailed tenant complaint from a Dolores Street building.
Supervisor Rafael Mandelman Sheehy used the board’s introduction period to request a hearing on alleged management practices by Veritas Investments and its subsidiary GreenTree Property Management, which he said owns more than 200 buildings in San Francisco.
Sheehy said tenants at GreenTree properties have reported a pattern of conduct that has led many longtime, rent‑controlled residents to voluntarily leave their homes. He highlighted problems at 1064 Dolores Street — a 12‑unit building GreenTree bought in 2013 — that tenants attribute to repeated non‑emergency entries, unannounced water and power shutoffs, months‑long construction disruptions, 51 consecutive days without an accessible fire escape, 43 days of suspended garage parking and a 24 percent net rent increase over two years. Sheehy said only five longtime tenants remained at that building.
Sheehy asked the board to hold a hearing that would “complete disclosure” of the alleged negative impacts of the company’s management on rent‑controlled tenants and to investigate the claims and patterns in other properties under the same ownership.
Why it matters: If repeated across multiple buildings, the allegations could indicate a coordinated approach by an owner or manager that accelerates tenant turnover and has implications for enforcement of rent‑control protections, building‑code compliance and tenant safety.
Next steps: Supervisor Sheehy asked to schedule the requested hearing so staff can collect testimony from affected tenants, city enforcement agencies and the property manager itself.
