Supervisor Hilary Ronan on March 20, 2018 called for a hearing to identify why a set of affordable housing projects in District 9 have not progressed to construction despite years in predevelopment.
Ronan told colleagues that there are “seven 100 percent affordable housing buildings in the District 9 predevelopment pipeline” accounting for 790 units for families and seniors, and that about 158 of those units are reserved for people who are currently homeless. “None have broken ground. I cannot express how frustrating this is,” Ronan said, urging city departments and nonprofit developers to identify obstacles and move projects to construction more quickly.
Why it matters: District 9 faces high displacement rates and loss of rent‑controlled units, Ronan said. Each delay, she said, prolongs homelessness and housing instability for low‑income residents and families.
Details to be reviewed: Ronan listed project backstories — public sites prioritized for housing (1950 Mission and 2060 Folsom), land dedication arrangements, purchases of privately owned parcels (490 South Van Ness and 1990 Folsom), a nonprofit property repurposing and other efforts that began advancing into the pipeline in 2015 and 2016. She asked for timeline updates, financing status, entitlement progress and identification of bottlenecks.
Next steps: Ronan said she will schedule a hearing with city departments and nonprofit developers to seek remedies and to speed acquisition, design, entitlement, financing and groundbreaking for the projects.
