Pier 70 project advances with amendments; board continues major land‑use items for further committee review

Supervisor Malia Cohen presented amendments to the Pier 70 Mixed‑Use Project ordinances and the general plan at the Board of Supervisors’ Oct. 24 meeting and requested the items be returned to the Land Use Committee for further consideration.
Cohen described the Pier 70 effort as the culmination of years of outreach and planning to reintegrate roughly 28 acres of previously inaccessible industrial waterfront into the city. She said the project sponsor, Forest City, and city staff had worked through a long outreach process and that the project included significant public benefits totaling roughly $750 million, including a 30 percent on‑site affordable housing target, transportation funding, workforce development, historic rehabilitation, open space, and sea‑level rise protection.
The sponsor’s amendments circulated to the board address the affordable housing program description, timing and hearing procedures for historical preservation commission reviews and for major construction modifications, the determination of completeness for filings, and an upper cap on office uses within the project. Cohen said the changes were intended to clarify procedures and protections and thanked staff from OEWD, the Port, Planning and SFMTA and community stakeholders.
Procedural actions recorded on Oct. 24: an administrative appeal of the final environmental impact report for Pier 70 (items 30–33) had been withdrawn; the board approved a motion to affirm an environmental action (item 31) and then, by motion, continued related land‑use ordinances (items 39–41) so the package could be heard together at a later date. Supervisor Cohen moved to amend item 40 (planning code) and to send it back to Land Use Committee; that motion was seconded by Supervisor Peskin and adopted without objection, with the committee scheduling set for Oct. 30. Items 39 and 41 were continued to the Oct. 31 meeting so the board could consider the package together.
Cohen invited supervisors and members of the public to visit the Pier 70 site and thanked the project sponsor and neighborhood stakeholders for negotiating the changes that led to the withdrawn appeal.
Ending: The Pier 70 package remains active. Staff and the sponsor will return to the Land Use Committee on Oct. 30; the full package was scheduled to return to the board’s Oct. 31 meeting for further consideration.
