Board approves first reading of overtime‑transparency ordinance requiring midyear reporting by controller

The Board of Supervisors passed on first reading an ordinance on Oct. 31 that would require the City Controller to include in the city’s midyear financial report a detailed accounting of overtime expenditures for several departments.
Supervisor Norman Yee said the ordinance is intended to increase transparency and early detection of departments drawing down overtime budgets too quickly, which in the past resulted in retroactive supplemental funding requests to the board. The measure names the Airport, Department of Emergency Management, Fire Department, Police Department, Department of Public Health, Public Utilities Commission, Department of Public Works, Recreation and Park Department, and the Sheriff’s Department as agencies for which overtime reporting must be included.
Supervisor Yee thanked Controller Ben Rosenfield and his office for working on the measure. The board adopted the ordinance on first reading by unanimous consent; a final reading and adoption would follow the city’s procedures for ordinance enactment.
