Supervisor Breed seeks 12-month task force to study safe injection services

Supervisor London Breed (President, Board of Supervisors) moved on Feb. 7 to ask the city attorney to draft legislation creating a 12‑month task force to study safe injection services in San Francisco.

Breed said the city already runs syringe access programs and other harm-reduction services but that the scale of overdose deaths and public drug use outside City Hall require a broader study of whether safe injection services could reduce harm and connect users to treatment and housing. “I don't know if a safe injection site is the answer,” Breed said on the record, noting she has “serious reservations” about possible neighborhood impacts.

The proposed task force would include public‑health and addiction experts and would report back to the Board of Supervisors and the mayor with findings on potential benefits, risks, obstacles and implementation issues. Breed said the task force would sunset after 12 months unless the board chooses to extend it. She thanked public advocates and state Senator Scott Wiener for work on state-level barriers to such services.

Supervisor Jeff Sheehy later spoke in favor of the approach on public-health grounds, citing evidence from needle-exchange programs and other harm‑reduction interventions.

No formal vote to create the task force was recorded on Feb. 7; Breed introduced the request and said she will bring draft legislation to the board.
