Board adopts multiple ordinances, settlements and appointments; amendment to fee-elimination ordinance set for second reading

The San Francisco Board of Supervisors on Feb. 7 adopted a series of ordinances, settlements, and appointments during its regular meeting, and amended one ordinance so it will return for a second reading.
The board approved the consent calendar (items 1–8 excluding item 3) unanimously. Supervisor Norman Yee had removed item 3 from consent for separate consideration. Item 3, an ordinance to amend administrative, business and police codes to eliminate various fees, was amended to reinstate a police-department fee for secondhand dealer licenses; the amendment carried unanimously and, under the City Charter, the ordinance will require a second reading next week.
Separately, the board approved item 9, a lease disposition and ground-lease agreement with the regents of the University of California, San Francisco, for a new research building. The ground lease provides an initial base rent of $180,000 per year and authorizes the Department of Public Health to accept a $10,000,000 parking reimbursement contribution upon delivery of the ground lease. Supervisor Jeff Sheehy disclosed a previous UCSF employment relationship and ongoing UC retirement benefits before the vote.
The board also adopted two settlement ordinances: item 10, a $750,000 settlement of a medical malpractice lawsuit (filed 02/09/2015), and item 11, a roughly $474,000 settlement involving the Regents of the University of California (filed 09/22/2015) for an alleged overbilling refund. Both settlements were finally passed unanimously.
Other final actions included: - Item 12: An ordinance establishing a citywide Transportation Demand Management program (planning-code amendments and new administrative fees) — finally passed unanimously. - Item 13: Amendments to the hotel conversion ordinance (Administrative Code Chapter 41) — finally passed unanimously. - Item 14: An ordinance to set structure and support for the Dignity Fund Oversight and Advisory Committee (first reading) — passed unanimously on first reading. - Item 15: Resolution confirming the nomination of Sergeant Dorian J. Carr as County Veterans Service Officer — adopted unanimously.
The board approved numerous appointments to regional and advisory boards (items 16–25), including appointments to the Association of Bay Area Governments executive board, the Golden Gate Bridge, Highway and Transportation District board, the Bay Area Air Quality Management District board, the Metropolitan Transportation Commission, the Reentry Council, and several city advisory committees. Votes on appointments were recorded as unanimous where noted in the roll calls.
Roll-call tallies reported on the record matched the minutes for each item; many measures passed unanimously (10–11 ayes recorded where indicated). Where the board recorded an amendment to an ordinance on second reading (item 3), the City Charter requires a further hearing next week. No recorded item failed.
