Board approves first reading of reasonable-modification process to aid people with disabilities

The Board of Supervisors voted on first reading on Feb. 3 to amend the planning code to establish a process for requesting reasonable modifications to accommodate disabilities, aligning local practice with federal and state fair-housing laws.
"This legislation ... prescribes a process for a person with a disability to apply for reasonable accommodation from the planning code in order to eliminate barriers to housing," Supervisor Wiener said, describing the procedure as taking the form of an administrative variance. He said the change is part of the broader 2014 housing-element update and intended to help people age in place and increase accessibility.
The board took the ordinance on first reading without objection. Sponsors said the process is intended to remove code barriers that prevent people with mobility or other disabilities from accessing housing in San Francisco and to provide a predictable review pathway for accommodations.
