Board approves first reading to convert Macapinn street space into public plaza

The Board of Supervisors voted to pass on first reading two ordinances to create the Macapinn Hub, a roughly 4,000-square-foot public plaza created by vacating a portion of Macapinn Street west of Valencia, rezoning the site to public open space and transferring jurisdiction from the Department of Public Works to the Department of Real Estate.

Supervisor Kim, who led the project introduction, described the Macapinn Hub as a long-standing neighborhood priority stemming from the Central Freeway/Octavia planning process. She said the plaza had been shaped by community input and pilot programming such as food-truck activations and that the final design accommodates flexible neighborhood uses. John Abdi, Director of Real Estate, briefed the board on the city's plaza program (Admin Code Chapter 94) and said the city would issue an RFP to select a long-term steward for operations and programming once the vacation and rezoning are perfected.

Abdi said construction of the plaza had been completed by the Department of Public Works and the current actions would formalize the legal conversion of the street into a public plaza, while retaining adjustments for a bike lane and sidewalk configurations. Supervisor Wiener praised the project as an overdue public-space improvement for a neighborhood with limited open space.

After public comment in support from neighborhood association and civic representatives, the board took roll call and passed both ordinances on first reading with 11 ayes. The items will return for a required second reading before final adoption.
