Finance committee advances three infrastructure agreements: Crossview-Rockside, Skyview waterline and Crooked Road pocket-park work

The Seven Hills finance committee advanced three infrastructure-related agreements to the full council as emergency agenda items: design services for the Crossview–Rockside Road intersection, engineering and construction administration for the Skyview waterline project, and materials and site-prep contracts for the Crooked Road pocket-park project.

Director Gerson described the Crossview–Rockside Road work as design and survey for a turn-lane and signal replacement associated with the Rockside Road development; the staff memo presented an agreement with Osborne Engineering for design services “not to exceed $51,200 plus reimbursable expenses” (transcript phrasing varied). The committee moved to place that agreement on the Oct. 14 agenda as an emergency; Mario seconded and roll call votes recorded Mario yes, Curioso yes and Councilman Martin yes.

On the Skyview Waterline Project, Director Gerson said the city received grant funding from the Cleveland Water Department’s suburban water main program (2022) that covers 100% of construction costs for the waterline-related work and up to 8% for engineering and 5% for construction administration. The finance committee considered an agreement with Osborne Engineering “for an amount not to exceed $20,500 plus reimbursable expenses” to complete plans, update estimates, bid the project and provide construction administration. The committee moved the item to the Oct. 14 agenda as an emergency; Martin seconded and roll call votes recorded Martin yes, Mario yes and Curioso yes.

Finally, the committee advanced materials and site-prep agreements for the Crooked Road pocket-park: material supply with Larson Lumber for $24,000 and site preparation with Buddy Contracting for $57,000. The committee voted to place those agreements on the council agenda as emergency items; roll call recorded Mario yes, Martin yes and Curioso yes. Committee members also noted the pocket park has been underutilized and praised the team for locating and designing the new amenity.

The committee additionally recorded temporary committee assignments: Councilman Martin will chair the finance committee at the next meeting in the absence of Morrow and Snitsky, and Council President Costanzo and Councilman Elliot were appointed to serve on finance for that evening’s meeting.
