Staff provided a rough estimate that the current program costs the city roughly $240,000 to $300,000 annually in foregone fees for seniors and disabled veterans; expanding eligibility would increase the subsidy.
The resolution is an annual action and passed after a motion and second; one council member declared a conflict and abstained from the vote because she is a disabled veteran. Staff said it will return with staff-recommended verification procedures and an analysis of fiscal impact if council wishes to consider broader eligibility in a future budget cycle.
