Commissioners approve proclamations, permits, software contracts and budget amendments

The Washington County Commissioners Court approved a package of proclamations, permits, software agreements and budget amendments during its Sept. 30 meeting, the court said.

The court unanimously approved a proclamation designating October 2025 as Texas Extension Education Association Week in Washington County. The court also approved an oil-and-gas development permit for Magnolia Oil and Gas Operating LLC near Bascom Lane in Precinct 4, with corrections to application paperwork the county asked staff to update.

Commissioners approved an interlocal agreement with MyGovernmentOnline to consolidate permitting, asset management and work-order systems used by the county’s development services and engineering functions. County staff described the move as an effort to reduce siloing across three current systems, improve customer notifications and speed public-facing permitting workflows; staff told the court they expect implementation to begin after vendor selection and testing and to target a go‑live in early 2026.

The court also approved the county’s 2026 pay schedule and the 2026 holiday schedule as presented; both motions carried by voice vote. A budget amendment to purchase GovWorks’ ComCoach software for the 9-1-1 center — described by staff as a tool to automate quality/compliance review of calls and training — was approved. The amendment covers a one-time payment to lock current pricing, cited in the meeting as $22,500.

The court authorized the county clerk to issue a request for proposals for construction-manager-at-risk services for the Washington County Expo master-plan projects in accordance with the referenced Texas Local Government Code provision in the packet. Finally, the court approved accounts payable as presented; the clerk reported a payable run that day totaling $390,003.28.
