Muskego mayor breaks tie to name Hamill common council president after 3–3 ballot split

The Muskego Common Council held a secret-ballot nomination and election for council president during its organizational meeting on April 15, 2025. Three nominees were placed for the office; after council members returned ballots the initial count produced a tie: three votes for one nominee and three votes for another.
Mayor Jake Schwer told the council he would give members one additional chance to vote and said he could break the tie if the second round remained even. Ballots returned again produced the same split. Schwer then exercised his authority to break the tie and declared Alderman Robert (Bob) Hamill the Common Council president.
The council did not record individual first-round ballot choices in the public record; the meeting minutes show the tie and the mayor’s tie-breaking action. The mayor also explained that the council president’s primary duty is to serve as acting chair if the mayor is unavailable, filling the role until the council determines next steps.
No amendments or formal debate were recorded on the motion to elect the council president beyond the nomination process and the mayor’s remarks about order and procedure.
