The Planning Commission approved the Pickert Park master plan, a conceptual design for the 1.51‑acre park prepared by Rettler Corporation in cooperation with city staff, the Advisory Parks Board and the Green Acres Neighborhood Association.
Staff said the plan responds to public input gathered in two 2024 sessions and a September 2024 meeting where the neighborhood selected the preferred concept. The approved concept includes a playground with accessible surfacing, walking paths, shade, seating, lighting, a multi‑use court and open green space. The plan was reviewed by the Advisory Parks Board and planning staff, who found it consistent with the city's comprehensive outdoor recreation plan and not in conflict with the comprehensive plan or zoning.
Parks staff said the city's 2025 capital improvement plan includes $350,000 to begin development of Pickert Park; staff estimated the overall master plan cost at roughly $1.2 million and said the project will be phased. The parks director said the department will hire a consultant to assist implementation and that phases will depend on future CIP allocations. Neighbors at the hearing expressed support and asked about phasing and timing; staff said initial work would start soon and that most heavy grading would be performed on site with limited traffic impacts.
Commissioners voted unanimously to recommend approval; the plan will be forwarded for common council adoption and phased implementation as funding becomes available.
