Agency finds RHA Carville Drive master plan amendment conforms; clears way for potential densification

The Truckee Meadows Regional Planning Agency voted to find that a City of Reno master plan amendment for a roughly 0.75‑acre site owned by the Reno Housing Authority conforms to the 2024 Truckee Meadows Regional Plan.
Shawnee Sousa, regional planner for the agency, said the site comprises four small parcels totaling about 0.75 acres at the northeast corner of Sutro Street and Carville Drive. The amendment would change the designation from mixed neighborhood to multi‑family neighborhood, increasing the maximum potential density from MF14 (14 dwelling units per acre) to a designation allowing up to 30 dwelling units per acre.
Sousa said the site currently contains five older duplexes (10 residential units) of which six units are occupied; the Reno Housing Authority has indicated interest in eventual densification and would provide tenant relocation assistance if a project proceeds. Staff concluded the amendment does not significantly affect regional housing capacity and that the site is within a Tier 1 neighborhood where public facilities are generally in place.
Commissioner Manny Becerra moved to find the RHA Carville Drive amendment in conformance with the regional plan; Rob Pierce seconded. The motion passed by voice vote. The finding is a policy determination for master plan designation; any redevelopment or specific project will require subsequent jurisdictional review and permitting by the City of Reno.
