Agency finds Empire master plan amendment conforms to regional plan

The Truckee Meadows Regional Planning Agency voted to find that a Washoe County amendment to its master plan for a roughly 11.55‑acre parcel in the Empire freestanding community conforms to the 2024 Truckee Meadows Regional Plan.
Chris Tolley of Team RPA said the proposal would change the site’s designation from suburban residential to commercial and would include a regulatory zone amendment from low‑density suburban to general commercial. Staff reported the subject property is in the rural area and the amendment will not appreciably change regional housing projections. Materials submitted by Washoe County indicate the site will be served by individual water and sewage disposal systems.
Following staff presentation, a commissioner moved and Commissioner Rob Pierce seconded the motion to find the Empire amendment in conformance with the regional plan based on the staff report findings. The motion passed by voice vote.
Staff noted that regional coordination occurred during review and that an initial review memorandum was provided to jurisdictions. The agency’s action was a conformance finding; jurisdictional permitting and any site‑level conditions remain with Washoe County.
