The Local Building Authority (LBA) convened during a regularly scheduled city council meeting to discuss a draft fiscal year 2026 LBA budget and heard a staff explanation of the fund’s role and revenue source.
A staff member told the authority, “LBA is a fancy way of saying local building authority. The city is required to set up this type of fund in a separate entity and agency, which council acts as this agency in order to administer the funds from the Community Impact Board. That's where this bond comes from.” The staff member added that “the vast majority, if not all of the bond payment, is coming from the endowment.”
The meeting opened with a motion to convene as the Local Building Authority. A motion to convene was moved by Emily and seconded by Mark; members voted in favor by voice vote. The authority then adopted the LBA agenda (motion by Emily; second by Mark) and proceeded to the budget discussion. No formal budget adoption, amendment, or other substantive LBA action was taken during this session; the discussion was informational.
After the briefing, a motion was made to adjourn the LBA meeting and return to the city council (moved by Emily; second by Mark). Members approved the motion by voice vote.
The discussion clarified that the LBA exists to administer bond proceeds tied to a Community Impact Board award and that bond payments are expected to be covered by an endowment; no figures, authorization, or changes to the budget were adopted at this meeting. The staff member described the LBA’s role as administrative rather than policy-making for the items discussed.
Minutes show only procedural votes and an informational presentation; any future formal action on the FY2026 LBA budget would require a subsequent meeting and explicit motion to adopt budgetary amounts or appropriations.
