Hurricane council approves updates to employee manual chapters on conduct, facilities and flag display

The Hurricane City Council approved updates to chapters 2 and 3 of the city employee manual after a staff presentation and brief council comment.
Sal, a city staff member, told the council the chapters revise the manual’s organization and clarify facility use and employee standards, add an identified Americans with Disabilities Act coordinator, and update policies on electronic mail and social media. Sal said the chapters also incorporate a newly enacted state law on flag display that takes effect May 7 and limits flags displayed on city property to the U.S. flag, the state flag and the city flag.
The council discussed balancing necessary rules with overregulation. One councilmember said they wanted the manual to include only what is “truly necessary” and avoid excess rules; another noted that city employees represent the municipality and standards should be precise when public funds and utilities are involved. Sal and other staff said remaining chapters will be revised and brought back for later review.
Councilman Faucis moved to approve item 4, adoption of chapters 2 and 3 of the employee manual; Councilman Hershey seconded the motion. The council vote was recorded as "Aye. Aye." and the motion carried.
The adopted chapters will be incorporated into the full employee manual as staff completes a broader revision that includes additional chapters and compliance provisions such as ADA coordination.
Council members thanked staff for the work on the revisions and encouraged continued review to remove unnecessary provisions as the manual is finalized.
