Commission schedules public hearing on Heart Valley vision for possible inclusion in general plan

Gunnison planning staff and commissioners discussed the Heart Valley vision document on March 26 and agreed the document must be formally adopted into the city's general plan if the city intends to implement zoning and other regulations consistent with that vision.
City Manager Dennis Marker explained that a general-plan amendment is governed by state law and requires public hearings and formal adoption by ordinance. He said the simplest administrative approach would be to adopt the Heart Valley document as an exhibit to the general plan or to revise general-plan language to reflect the vision.
Marker told the commission a final public hearing in front of the planning commission and a formal recommendation to City Council will be necessary before the council holds its own hearing and adopts any amendment by ordinance. He described the Heart Valley vision as a blueprint for future zoning and regulation updates and said including it in the general plan would make it a guiding policy the city should follow.
No formal motion to adopt the Heart Valley document was recorded on March 26; staff will prepare the document for a public hearing and a subsequent recommendation to City Council.
