Hurricane City Council adopted LUCA 25-01, a land-use code amendment that revises the city’s planned-commercial standards to emphasize commercial development ahead of residential construction.
The ordinance change requires planned commercial developments to be at least 67% commercial and 33% residential, compared with prior standards. Council members also required that commercial components be built either first or simultaneously with residential phases. The council reduced maximum building heights in two commercial zones from 55 feet to 35 feet.
Staff said the planning commission had reviewed the proposal and had recommended different percentages earlier; the council settled on a two-thirds commercial requirement. City attorney and planning staff reviewed the revised language before the vote. Councilman Preece moved approval; Councilman Thomas seconded. The council voted in favor of the amendment.
Several council members noted they chose a concurrent construction requirement to ensure developments deliver commercial space rather than delay commercial build-out; one member said the city would monitor permit activity and could withhold certificates of occupancy if the development did not meet the concurrent-building requirement.
The adopted amendment changes how future mixed projects are evaluated and aims to preserve commercial capacity along key corridors as the city grows.
