Council begins compiling 2026 budget requests; pavilion roof, old town building electric and sidewalk repairs flagged as priorities

At the start of the council's action agenda on April 10, staff member Heather told the Cleveland Town Council the primary capital priorities under consideration for the town's 2026 budget are replacing the park pavilion roof, repairing electrical service at the old town building, and addressing hazardous sidewalk sections.
Heather said bids for the pavilion roof and the electrical work on the old town building had arrived the week of the meeting but that the town will need matching funds to proceed. The council discussed adding sidewalk repairs to next year's budget after Preston's inventory of hazardous sidewalk locations was raised; councilors said Preston likely has notes that should be provided to staff for budgeting.
Council members emphasized that the sidewalk repairs had missed last year's budget cycle and needed to be included in the 2026 request. Heather said the town will continue to gather bids and evaluate what projects are feasible within projected revenues.
Councilors also discussed whether specific sidewalk improvements would be handled inside the special service district or through the town's capital program, and agreed to coordinate with the special service district on projects that fall under its scope.
No formal budget appropriations or final decisions were made at the April 10 meeting. Councilors set a timetable for line items to be submitted by May so the mayor and staff can prepare final figures for adoption later in the budget process.
