Wasilla council moves budget discussion into Committee of the Whole; continuation planned

The Wasilla City Council on an initial motion moved into a Committee of the Whole to continue presentations on the proposed fiscal year 2026 budget.
Council member Graham moved to enter the Committee of the Whole “for the purpose of discussing the FYI 2026 departmental budget,” and Council member Rubio seconded the motion. The mayor asked if there was any objection and the body proceeded without recorded dissent.
The Committee of the Whole sessions allowed council members and department directors to question line items and ask for clarifications from staff. Council members repeatedly told staff that the process should proceed “as a body” and that individual proposals that required more research should be discussed by the full council rather than being back‑doored through staff requests.
Finance staff noted the ordinance tied to the process is “ordinance serial number 25 25 providing for the adoption of the annual budget for fiscal year 20 26 and appropriating funds to carry out said budget.” Council and staff agreed to continue presentations if needed: a special meeting was scheduled for the following Monday at 6:00 p.m. to finish presentations and the council was reminded of the code deadline to adopt a budget on or before May 30.
Council later moved and seconded a motion to exit the Committee of the Whole and reconvened regular council business at about 8:57 p.m., again without a recorded roll call vote.
