Beaver County officials review roof, gutter and janitorial bids as facilities age

Beaver County department heads reported multiple facility maintenance needs Friday, including roof replacements, custom gutters at the ice arena and an upcoming janitorial-services procurement.
County staff said roofs on several county buildings have deteriorated and that the county plans a mix of in-house repair work and contracted projects. A department head said the county budgeted $125,000 this year for roof work and that county staff will "scribe that roof over, remove that old leaking coating and recode it" to save money by avoiding full contract work.
Officials said the ice arena needs new gutters and that the county has had trouble finding contractors to build the arena's custom, heavier-duty 8-inch gutters. "We finally found one contractor that's willing to build these," a county official said, and the county expects cost details soon. The county said it likely will justify a sole-source purchase for that work when the numbers are presented.
Separately, a department head reported a walk-through for janitorial services at the courthouse that drew six companies; "The bids are due the 20 eighth, and they'll be open on the 20 ninth," the official said. The county indicated the contract would begin around June, though an exact start date was not specified.
Officials also discussed longer-term planning for roof replacements across multiple buildings, including magistrate (MDJ) offices and other county facilities. One staff member said some roofs are metal and some are shingles and noted prior experience replacing a large flat roof on the Human Services Building.
County staff raised the possibility of doing site assessments and prioritizing which roofs to address in each fiscal year. "If you haven't already done so, can you do a site assessment to see and prioritize which ones need done maybe this year, and then we'll put a plan in place," a commissioner asked.
On related facility work, county staff discussed whether painting and other rehab could be added as alternates to separate bids. Staff warned some projects are separate and may attract different contractors. The county also discussed a potential new hazmat garage and whether painting or other work should be bundled as alternates in bids.
