Court approves key-card policy and contract after debate; implementation details to be added to county policy

The Dimmit County Commissioner's Court voted April 14 to approve a key-card access contract and to add the contract terms to county policy after commissioners and IT staff debated access, fees and after-hours security procedures.
IT staff described efforts to clean up previously unregistered cards and proposed rules requiring lost-card reporting, a $25 replacement fee for some lost cards, and disciplinary steps including verbal warnings and temporary suspension for violations. The proposed policy lists no tailgating, return of cards upon termination and sheriff investigation for trespassing or data breaches.
Commissioners discussed whether the contract should expressly cover non-employees (for example, outside organizations with active contracts) and emergency access for first responders. One commissioner proposed tabling the item for additional review with the sheriff, fire department and emergency management; after further discussion, the court approved the motion to adopt the contract and to incorporate it into county policy, with instructions to define non-employee access and clarify emergency procedures.
IT staff said all previously unregistered cards had been deactivated and that registered cards would be tied to documentation, and county staff said they would distribute forms for card issuance and update policy language before the next meeting.
