Council approves amendment to water wheeling agreement with Dominion and OKs WISE DIA connection payment

The council approved two actions tied to regional water supply arrangements on April 15: a second amendment to the wheeling agreement with Dominion Water and Sanitation District, and a payment to the South Metro WISE Authority for the Denver International Airport (DIA) connection portion of the WISE project.
On the wheeling amendment, Mark Marlowe, director of Castle Rock Water, explained that the original 2014 agreement allows Dominion to move up to 4 million gallons per day through Castle Rock's system. Dominion has been paying standby and connection fees since 2014 — Marlowe said Dominion has paid about $1,275,000 in standby/connection fees to date. Under the amendment, Dominion would be allowed to begin deliveries May 1 (staff said testing is nearly complete) and to move additional water supplies (including Aurora-sourced supply Dominion arranges), subject to a notice provision that requires 48 hours’ notice before moving water through the system. Marlowe described reconciliation procedures and said the town will charge a conveyance rate of $0.37 per thousand gallons and an optional retreatment charge of $0.76 per thousand gallons if Castle Rock retreats incoming supplies at Ray Waterman treatment plant. The agreement also includes a standard 5% loss through the system.
Council approved the amendment by unanimous roll call. Council’s recorded votes were "Yes/Aye" by Hollingshead, Bracken, Davis, Brooks, Dietz, Mayor Pro Tem Kavey and Mayor Gray.
Separately, the council approved a payment to the South Metro WISE Authority for the DIA connection project. Staff explained that Denver Water constructed about six miles of pipeline to connect Denver International Airport to Aurora’s raw-water system; WISE members share the cost. Town staff said the town’s share will total roughly $2.69 million for the DIA connection (the staff presentation said the town has already paid nearly $1 million and expects another approximately $700,000 payment; total town share was shown as part of a larger WISE account balance). The council voted unanimously to approve the payment; roll-call votes recorded as "Yes/Aye" for all councilmembers present.
Ending: Staff said funds are available in the WISE account for the payment; council approved both items unanimously.
