Planner/manager presentations and staff discussion explained why staff recommended the letters. Mark Marlowe, director of Castle Rock Water, told the council the Plum Creek–to–Reuter Hess pipeline is in 90%-plus design, can be phased, and has an estimated total project cost of about $23,000,000.
