Rules committee forwards nonprofit-reporting ordinance and several appointments; continues bond oversight item

The committee voted to forward an ordinance, introduced as Item 2, that would amend the administrative code to limit annual economic-statement reporting requirements to organizations receiving more than $1,000,000 in city funds and to reduce the types of required information to protect individuals from personal harm while maintaining transparency. President Rafael Mandelman moved the item to the full Board with a positive recommendation; the clerk recorded the vote as Vice Chair Sheryl, aye; Member Mandelman, aye; Chair Shamann Walton, aye.
Item 3, a consent matter to appoint two members to the Sugary Drink Distributor Tax Advisory Committee (SDTAC), resulted in the committee appointing Melinda Burris to seat 3 and Prasanthi Patel to seat 15. Chair Walton said Burris, who grew up in Bayview-Hunters Point and is currently a community engagement specialist with Leah's Pantry, has deep neighborhood ties and had been serving recently on the committee. The appointments carried by unanimous recorded voice vote.
Item 4, an item to appoint three members to the Citizens General Obligation Bond Oversight Committee, was continued to the call of the chair at the request of Supervisor Sherrill; the motion passed without objection.
Item 5, appointments to the Sheriff's Department Oversight Board, filled two seats: Estella Natalie Ortiz was appointed to seat 2 and Neil Hallenann to seat 4. Both candidates spoke at the hearing about community ties and oversight experience. The committee forwarded those appointments to the full board with recommendation following unanimous recorded votes.
Item 6 moved Supervisor Matt Dorsey forward as the Board—s appointment to the San Francisco Bay Conservation and Development Commission for the duration of his Board term; the committee approved the recommendation.
Item 7, the San Francisco Sheriff's Office military equipment use policy 02/2024 annual report and inventory (including discussion of a pepper-ball launcher), was considered and referred to the full board without recommendation. The sheriff's representative said an amendment addressing use precautions for the launcher had been incorporated and that a separate investigation related to an earlier San Bruno training incident is closed and is being resolved through counsel. The committee voted to send the report to the full board without recommendation; Supervisor Sherrill, President Mandelman and Chair Walton recorded aye votes.
Taken together, the items show the committee moving a mix of administrative, oversight and advisory matters to the full Board for final action and reserving further oversight or follow-up where departments requested additional time.
