Committee backs multi‑year extensions and funding increases for homelessness service contracts

The Budget and Finance Committee on April 9 approved and forwarded to the full board four grant‑agreement amendments that extend terms and increase funding for programs the Department of Homelessness and Supportive Housing (HSH) manages.
Item 11 amends the Abode Services rapid rehousing grant to extend the term through June 30, 2027 and increase the not‑to‑exceed award to about $18.4 million. HSH said the expanded contract will raise capacity from 120 to 240 adults, continuing housing location, landlord liaison, subsidy administration and housing stabilization efforts; HSH reported 97% of referrals were matched to units and 97.7% of those remained housed at 12 months.
Item 12 amends the Episcopal Community Services (ECS) grant for the Henry Hotel permanent supportive housing site (121 units) and extends the term for two years through June 30, 2027 with a revised not‑to‑exceed amount of about $20.4 million. HSH noted ECS operates property management and supportive services at the Henry and that occupancy and program stability are strong, though a recent program monitoring report noted rent collection rates below the city’s 90% target (Henry rent collection reported at 47%). HSH said the two‑year extension aligns the site with a broader reprocurement of the PSH portfolio.
Item 13 extends and adds funding for 5 Keys Schools and Programs’ Artmar Hotel contract (60 units for transitional‑age youth) through June 30, 2027 with a revised not‑to‑exceed amount of about $13.9 million. HSH said the program uses a 1:20 case management ratio and focuses on education, employment and housing stability; the provider served 39 TAY and 25 older adults in the last fiscal year.
Item 14 extends Mission Action’s Dolores Street emergency shelter agreement (currently 91 beds, expanding to 152 beds later in 2025) through June 30, 2027 and raises the total not‑to‑exceed to roughly $18.5 million; Mission Action runs a culturally responsive shelter with bilingual capacity and operates Jazzy’s Place, an LGBTQ‑serving dorm within the site.
Committee members approved clerks’ edits to items 11 and 12, then voted 3–0 to forward items 11–14 to the full board with positive recommendations. Committee discussion touched on differences in funding levels across legacy supportive housing sites, rent collection challenges post‑pandemic and the department’s ongoing reprocurement to align service levels across the portfolio.
