Neighbors had raised noise concerns in advance of the hearing. Staff reviewed police calls for service and said there were six calls in the plaza over the prior year (some related to trespass or disturbances) but no pattern of business‑specific noise complaints. Council asked the applicant how walk‑ins and reservations would be handled; the applicant said an online booking system would be used but walk‑ins could be accommodated when space is available. The applicant confirmed a maximum of four people per bay and said the business model is family‑oriented rather than an entertainment nightclub model.
