Darcy and Candy Spielman presented a sketch-plan and variance inquiry on April 18 to place a 26-by-28-foot detached garage forward of their house at 2861 190th Avenue NW. The applicants provided a recent site survey, a rendering showing material matches with the existing home and explained constraints: the existing well location, an alternate septic to the west and a drainage easement in the southwest corner that limit on-site options.
Staff noted the applicants set the primary dwelling farther back than required for the neighborhood, which creates an unusually large front yard. The applicants said they sized the garage so it complied with side-setback limits and to remain under the 50% principal-structure frontage test. Commissioners visited the site and noted substantial tree screening between the house and neighbors; several commissioners said those factors weigh in favor of a variance if the required "practical difficulties" test under state law is met.
Commissioners advised the applicants to complete and file the formal variance application and to provide documentation that demonstrates the site’s unique constraints (wells, septic, drainage easement, mature trees). Council Member Bridal Johnson said she supports the application based on the materials shown. No formal vote was taken at sketch plan; staff said the next step is a formal variance application and hearing, with required public notice to nearby property owners.
