The Oak Grove Planning Commission on April 18 recommended approval of an interim use permit allowing a temporary sales and information trailer on Lot 1, Block 1 of Smith Grove at 19310 University Avenue NW.
The commission recommendation includes five conditions spelled out in the draft findings of fact: the permit is granted only to JD Development Group Limited and expires if the applicant leaves the site, sells the property or the business ceases for six months; the trailer must be removed no later than Nov. 3, 2025; the city staff and the fire department may inspect the site and require compliance with safety measures; and the applicant must keep sanitary tanks pumped out at a minimum two-week interval or sooner if warranted.
John Lovelitt, vice president of JD Development Group, described the project’s immediate need as a sales presence at the corner lot while the company completes its last model home. “We have 9 homes started, 7 closed,” Lovelitt said, and said the trailer would operate limited hours, typically Sundays from noon to 4 p.m., and be removed when no longer needed.
Chair Johnson, who opened the public hearing, said the temporary, time-limited nature and operational controls made the application reasonable. “It’s time boxed, it’s controlled and it has a logical plan,” Chair Johnson said during the commission’s discussion.
No members of the public spoke against the application during the hearing. Commissioners asked staff to add the pump-out schedule to the permit conditions; the applicant confirmed a weekly service but agreed to the draft condition of “no less often than every two weeks” to provide a margin for service interruptions.
Commissioner Chepkis moved to recommend approval; the motion was seconded by Commissioner Farah. The commission voted to recommend approval, and Lauren (city staff) told the applicant the item will next appear on the city council consent agenda unless pulled.
The commission packet includes a draft resolution and an engineering memo; staff said they will clean up a copy-paste error noted in the packet before submission to the city council.
