Collegedale planning panel recommends rezoning 32-acre Lee Highway parcel for 102-home subdivision amid residents’ concerns

The Collegedale Planning Commission voted to recommend rezoning a 32-acre parcel at 10419 Lee Highway to high-density single-family (R1H) with a planned unit development (PUD) overlay to allow a 102-lot subdivision and community amenities.

City staff explained the parcel consists of roughly 32 acres: about 7 acres along Lee Highway currently carry a Shopping Center Commercial (C2) designation, while roughly 25 acres lack a formal municipal zoning classification following a February 2024 annexation. Staff said the lack of zoning after annexation left the property technically unregulated for land use until the city and the owner resolved zoning by ordinance.

Jason Allen, staff planner, summarized legal and procedural history: the property was annexed into the city on Feb. 5, 2024 by resolution referenced in the staff file, but zoning ordinances later submitted were denied, leaving a portion of the parcel without a city zoning district.
