Ceiling failure at Engle Education Center prompts cleanup, insurance questions and cost-sharing debate

IU and district staff told the board that Servpro and other contractors are on site and that initial cleanup and exterior/interior remediation estimates are expected to exceed $400,000. The IU said some cost components — notably repairs to ceiling-grid supports, electrical fixtures and sprinkler connections — remain under review. IU staff estimated that replacing ceiling tiles and addressing grid/support issues could be on the order of tens of thousands of dollars; board discussion referenced a tentative district share of roughly $50,000 and an IU share of roughly $25,000–30,000 for some parts of the work, but presenters said final documentation and vendor invoices were not yet available.
Board members asked for documentation of the work and whether the 2009 renovation specifications were followed by the contractor who performed that work. District counsel and operations staff reported they had reviewed the 2009 plans and that, according to a preliminary review of those documents and the renovation record, the 2009 contractor deviated from the specifications and installed ceiling-grid hangers by riveting through the roof deck in a way that later contributed to the failure. IU and district staff said they will compile written cost estimates and insurance-submission documentation and bring that back to the board for a decision on cost-sharing and responsibility.
IU presenters said multiple insurance products (builders risk, owner-controlled insurance and property insurance) complicate claims and allocations and that the district and IU will coordinate with solicitors and adjusters. Board members asked for final, vetted invoices and a recommended allocation before the board approves charges; one board member said he was not prepared to accept a district share until the documentation is provided. The board directed staff to return with detailed, documented cost estimates and insurance determinations.
Work on stabilizing the building and replacing affected systems was described as ongoing; presenters expected more detailed cost information to be available within a week.
